Benjamin Castro

XCEPT

Benjamin Castro is a Senior Programme Associate at XCEPT. He is a public policy and international development professional with over eight years of experience in Europe and Latin America. His work has focused on crime prevention, criminal justice and prison reform, supporting both local and national governments, as well as international organisations and cooperation agencies.

Before joining XCEPT, Benjamin worked with the United Nations Office on Drugs and Crime, the British Embassy in Mexico City, and other international institutions. He has led the design and implementation of complex policy initiatives, including national mechanisms to improve prison management, the reengineering of criminal justice evaluation systems, and the development of strategies to reduce violence in high-risk areas. Benjamin’s roles have involved end-to-end programme delivery, supervising internal teams and external providers, managing budgets, and delivering results in politically sensitive environments. His experience also includes preparing technical proposals for international partners and contributing to multilateral engagement on security, justice, and human rights policy.

He holds an MPhil in Public Policy from the University of Cambridge.
